Issue: On certain vehicles with hydraulic brakes, the brake pressure switch could leak. If this happens, the brake switch could short circuit. Safety Risk: A short circuit can cause wiring to overheat and create the risk of a fire. Corrective Actions: Navistar will notify owners by mail and advise you to take your vehicle to an authorized service facility to replace the brake pressure switch. If there is brake fluid found on the brake pressure switch connector or fuse, the wire harness will also be replaced.

Issue: On certain trucks, a wire terminal for the blower motor circuit breaker in the power distribution module (PDM) could overheat and melt. Safety Risk: Wiring that overheats and melts can create the risk of a fire. Corrective Actions: Navistar will notify owners by mail and instruct you to take your truck to a dealership to replace the blower motor wiring terminal in the PDM. The dealership will also inspect and, if necessary, replace the fuse block.

Issue: On certain trucks, the fuel rail assembly could develop a leak. Note: This recall only affects trucks equipped with a Cummins L9 or ISX12 diesel engine. Safety Risk: A fuel leak can create the risk of a fire. Corrective Actions: Cummins will notify owners by mail and instruct you to take your truck to a Cummins authorized service center to inspect the fuel rail. If damage is found, the fuel rail and fuel lines will be replaced. If no damage is found, the fuel rail will be reassembled with new crush washers.

Issue: On certain trucks equipped with an automatic transmission, when the engine RPM increases for the stationary power take off (PTO), it can overcome the parking brake if the transmission is in drive or reverse gear. As a result, the truck may move suddenly. Safety Risk: Sudden and unexpected movement of the truck could increase the risk of a crash. Corrective Actions: The company will notify owners by mail and instruct you to take your truck to a dealer to update the engine control module software to enable the PTO neutral interlock.

Issue: On certain vehicles equipped with a Cummins B6.7 diesel engine, the electric fuel heater could overheat and melt. Note: This recall replaces Transport Canada recall 2019-148. Vehicles that were repaired under that recall also require this repair. Safety Risk: A fuel heater that overheats could create the risk of a fire. This could also cause the engine to stall, increasing the risk of a crash. Corrective Actions: Cummins will notify owners by mail and instruct you to take your vehicle to a Cummins authorized service center to disable the fuel heater. The fuel heater will be replaced by installing a plug in its place. Additionally, the fuse supplying electrical power to the fuel heater will be removed and a cover will also be installed over the wire harness connector.

Corrective Actions: Cummins will notify owners by mail and instruct them to take their vehicle to a Cummins service location to install a new fuel heater and correct the wiring to the fuel heater. Additionally, the fuel heater fuse will be changed to a 30 amp fuse, and the fuse size information in the owner’s manual will be updated.

If this occurs, the broken clutch components could prevent the transmission from disengaging or shifting to neutral. Correction: Dealers will recalibrate the Transmission Control Module (TCM).

Correction: Dealers will inspect and replace affected brake chamber assemblies.

On certain vehicles equipped with Kidde fire extinguishers with black plastic handles and valves, the fire extinguishers may become clogged or require excessive force to activate. Also, the nozzle may detach from the valve assembly with enough force that it could cause injury, and fail to discharge. In case of fire, failure of the extinguisher to function could result in injury and/or property damage. Correction: Owners will be provided with instructions on how to inspect the fire extinguisher to see if it is recalled. Replacement fire extinguishers will be supplied by Kidde directly. On certain vehicles, the castellated nut and cotter pin on the steer axle may not have been tightened to specification. This could cause the tie rod to become loose in the steer axle, which would result in audible noise and/or looseness in steering. If the vehicle were continued to be operated in this condition, the tie rod could disconnect from the knuckle, resulting in a complete loss of control of a vehicle wheel, which would increase the risk of a crash causing injury and/or damage to property. Correction: Dealers will inspect the torque of the castellated nuts on the tie rod, and replace the tie rod stud and knuckle as necessary.

On certain vehicles, the metal connecting clip that attaches the hand operated parking brake actuator cable to the intermediate parking brake may have been produced at the lower end of the hardness specification during manufacturing, and could fail. Unintended release of the parking brake without warning may result in the vehicle potentially rolling away, which could result in a crash causing injury and/or damage to property. Correction: Dealers will replace the hand parking brake cable connector clips with properly heat treated brake cable clips and ensure the parking brake is adjusted to specification.

On certain vehicles equipped with Navistar engines, the accelerator pedal position sensor could move on its mounting bracket if the pedal is depressed with excessive force. If the sensor stator were to move out of position, it could change the sensor signal output, resulting in a high idle. On vehicles equipped with manual transmissions, if the clutch were to be depressed during operation, the engine could rise to governed RPMs resulting in difficulty selecting gears while shifting. In the condition of a loaded vehicle going down a long grade, the inability to down shift could cause difficulty in maintaining or reducing vehicle speed with just the service brakes, which could increase the risk of a crash causing injury and/or damage to property. Correction: Dealers will recalibrate the engine Electronic Control Module (ECM) to eliminate the high idle condition.

Correction: Dealers will replace the ECM.

Correction: Dealers will replace the LPM with an upgraded design.

Correction: Dealers will update engine software to disable engine shutdown protocols.

Correction: Dealers will install a redesigned IPR wire connector.

On certain vehicles, the piston spring brake chamber may have been manufactured incorrectly and could allow air leakage into the chamber. As a result, the parking brake may not fully release, thereby causing brake drag which could result in a wheel-end fire. Should rapid air loss occur, the spring brakes would suddenly engage causing immediate brake lock-up. If this happens while the vehicle is in motion, it could result in a crash. These issues could also result in property damage and/or personal injury. Correction: Dealers will replace the spring brake chambers.

On certain vehicles equipped with Bendix ATR-6 Antilock Traction Relay valves, in extremely cold conditions (at or below -18 degrees Celsius), internal ATR valve leakage can occur. This could cause unintended brake application, which could overheat the affected brakes and cause a fire. Also, in certain low traction conditions, unexpected brake application can cause a loss of vehicle control and a crash. These issues could result in property damage and/or personal injury. Correction: Dealers will update the cover assembly on the ATR valves.

Continued contact could wear through the cable's insulation, which could result in an electrical short circuit. Certain vehicles fail to comply with the requirements of Canada Motor Vehicle Safety Standard 121 - Air Brake Systems. The trailer Antilock Brake System (ABS) fault indicator lamp may not illuminate if a trailer ABS fault occurs, due to a programming or hardware issue with the brake system electronic control unit. An inoperable trailer ABS fault indicator may prevent the driver from being aware of a trailer ABS fault condition, thereby increasing the risk of a crash resulting in property damage and/or personal injury. Correction: Dealers will reprogram or replace the ABS electronic control unit.

On certain vehicles, the slack adjuster housings may have been manufactured incorrectly, which could allow the housings to fracture and fail. As a result, the wheel brake to which the slack adjuster is attached would no longer function, which could increase vehicle stopping distances. Should a steer axle slack adjuster fail, it could also cause the vehicle to pull to one side during braking. Either problem could result in a crash causing property damage and/or personal injury. Correction: Dealers will inspect and, if necessary, replace the slack adjusters.
